DEAL: EAST ARNHEM’S STRATEGIC ADVANTAGE
In the far north east of the Northern Territory, one of the most culturally rich and historically significant regions is entering a defining period of change.
East Arnhem is transitioning from a long-term dependence on mining. With mining set to end in 2029, Yolngu Traditional Owners have shared a vision for a strong and secure future with a diverse economy and to rejuvenate the region as a place to share culture and act as the services hub for East Arnhem.
Developing East Arnhem Limited (DEAL) is the independent not-for-profit organisation working at the centre of that transition, committed to facilitating economic opportunities that create a diverse, vibrant and thriving future for the region.
DEAL operates across five key areas – economic development, business development and support, marketing and communications, tourism development and housing – which provide the foundations required to guide East Arnhem through economic transition while building long-term resilience.
DEAL Chief Executive Officer Luke Walker says the transition represents responsibility and opportunity for the region.
“East Arnhem has extraordinary strengths, including cultural depth, strategic location and established industry capability,” he says.
“DEAL’s role is to ensure those strengths are translated into long-term investment, employment pathways and economic stability, and achieving that requires collaboration, integrity and a shared commitment to the future.”
DEAL works closely with Traditional Owners, local businesses and governments to support this transition and through its involvement in the Gove Peninsula Futures Reference Group, collaborates with stakeholders, including the Northern Territory and Australian governments, to help shape a sustainable pathway forward.
DEAL facilitates investment and industry development opportunities with Yolngu Traditional Owners, local organisations, businesses, government and investors. This helps proponents navigate land leasing, infrastructure planning and partnership models that align with community aspirations.
Backing local business and industry
Economic development across East Arnhem is being strengthened through support for local enterprise, with DEAL working to equip Yolngu and locally run businesses with the tools and connections needed to flourish.
Through its business development and support services, DEAL provides information, referrals, planning assistance and opportunities to build professional networks, helping local enterprises strengthen capability and plan for long-term success. By partnering with the organisation, businesses can access a broader network of support services and industry connections to explore growth, diversification and new market opportunities.
DEAL also plays a key role in housing across Nhulunbuy, managing about 17 percent of the town’s housing. The organisation provides property management and maintenance services while continuing to advocate for long-term housing solutions, including accelerating residential land release and exploring affordable housing options to improve supply and support population stability.
Championing tourism and regional promotion
Tourism development forms another pillar of DEAL’s work, with the organisation championing sustainable tourism in East Arnhem and supporting Yolngu to lead the development of authentic experiences and services that contribute to the visitor economy while respecting culture and country.
At the same time, DEAL’s marketing and communications function plays a strategic role beyond tourism, shaping how East Arnhem is understood across the Territory and nationally. This has led to the development and launch of the East Arnhem regional brand, an 18-month process led by DEAL to establish a unified identity for the region.
Originally conceived as a regional website initiative, the project evolved significantly following extensive consultation and collaboration with stakeholders, community members and Yolngu Traditional Owners. Feedback made it clear the brand should not be confined to tourism alone, but instead serve as a broader platform to attract the right people to live, invest and thrive in East Arnhem.
Senior Manager, Marketing and Communications Matthew Walker says the brand aligns closely with DEAL’s long-term vision.
“This was never just about a logo, it was about creating a shared narrative for East Arnhem. One that speaks to investors, businesses, residents and visitors alike,” he says.
“The brand reflects the region’s strengths and supports the broader economic development strategy.”
What began as a digital project has since grown into a national awareness campaign, reinforcing East Arnhem’s identity as culturally rich, strategically positioned and future focused.
A long-term commitment
Throughout this period of change, DEAL is focused on transparency, partnership and practical outcomes for the region. DEAL is guided by the aspirations of the Yolngu people and the underlying strengths of the region, and its work is designed to build confidence, not only within East Arnhem but across the wider Northern Territory.
